CURRENTLY ON HIATUS
Carlos Oliveira was a mercenary hired by Umbrella for the Umbrella Biohazard Countermeasure Service (U.B.C.S.) after his guerrilla faction was wiped out by an unnamed South American government, and sentenced to death.
On September 26th, 1998 he and the other U.B.C.S. members arrived in Raccoon City to help civilians with the outbreak which had grown uncontrollable due to water contamination. It is unknown how much he knew of the operation and thought it was to help the rescue of civilians. Within matter of hours most of the U.B.C.S. members were killed or mutated but Carlos survived while being led by Mikhail Viktor. There are different accounts of what happened, but in all of them he had met S.T.A.R.S. member Jill Valentine. One account is that he sent out a radio alert that Valentine heard in the Raccoon City Police Station.
The next one, more accepted, is that he met Valentine after she fell from a car garage roof with Nemesis, where he incapacitated the bioweapon to rescue her. The two eventually split ways as she was to be evacuated from the town in the subway train. He eventually made it to the RPD with Tyrell Patrick, and watched Marvin Branagh get bit by an infected Brad Vickers, whom he put down. He went to search for Dr. Nathaniel Bard, an Umbrella virologist who had developed a vaccine. Upon getting to the S.T.A.R.S. office and discovered Bard was at the Spencer Memorial Hospital. There in the office, he had received word from Valentine that Mikhail and the civilians were dead, Nikolai betrayed them and the train derailed. It went quiet after that.
Carlos rushed to where he last heard she was at, and discovered she had been infected by Nemesis. Refusing to give up on her, Carlos managed to make it into the hospital and put Valentine in a safe space before he went to look for Bard and the vaccine for Valentine. When he finally found the voice recorder of Bard from the horrors of the hospital, Bard was dead from a gunshot wound. Carlos discovered the vaccine and rushed back to give Jill the shot.
He kept watch over her as she fought the virus, in and out of consciousness; Tyrell showed up injured. Tyrell showed Carlos the emergency broadcast that Raccoon would be destroyed. Before a giant herd of infected showed up. He went out to thin the crowd as Patrick could shut the shutters. The power went out and as Carlos got it back on the herd broke through to where he was forced to explode a column to block the door.
Afterwords, he left Jill in the care of Patrick as he went to look for the vaccines in the basement of the hospital. While searching he helped Valentine seriously hurt Nemesis with acid, before he ran off to prevent Nikolai from escaping. During which he was knocked unconscious by Zinoviev and used as bait to unarm Valentine. He regained consciousness and managed o incapacitate him, and made Valentine shoot Nikolai (unbeknownst to her, the bullet exited Zinoviev into Carlos' shoulder.) The two abandoned Zinoviev as they escaped in the helicopter.
Some say Carlos escaped America back to South America, but nobody but Valentine and Oliveira knows where he went.
