After the bombs fell
{This was supposed to be a starter for someone who either blocked me or deleted, so I guess this can be my writing excerpt or an open starter (although please reply in mail if you want to work with this). Its a nuclear post Apocalypse take on D.J. Molles character Lee Harden from The Remaining series (Which was originally zombies).}
Russias brutal invasion of the Ukraine had been sudden, although heavily anticipated, and hadn't lasted long. After seven months of constant fighting and severe loses, Russia had decided to cut its loses and bombard the smaller country from the air and ground using conventional weaponry, which was the final straw for the rest of the Western World. The combined forces of NATO and European Union countries finally moved into the Ukraine to counter the Russian offensive, providing direct action defence against Russian aerial and ground bombardments, and that's when the nukes started flying. Holding true to its threats, Russia launched its vast arsenal of aging nuclear warheads, alongside China and other communist allies. Poland was first to go, followed by Sweden, Lithuania, France, even Minsk, the capital of Belarus didn't escape their fury, although only due to a fault in the missiles aging mechanics causing the booster rocket to cut out qs it passed over the allied country. Everyone fought back, however no manner of technological advancements could account for luck, and the sheer number of nukes used. The world slowly became a barren wasteland; those who didn't perish in the initial attacks died a slow, painful death from nuclear fallout, and from the rain that followed. Those not wiped out by the radiation would slowly suffer from the lack of technology, fried by the electromagnetic pulse released by the detonation of a nuclear warhead, the same technology they needed to produce medicines, and run hospitals. The wheels of modern society gradually stopped turning, that was five years ago.
Lees bunker had been hardwired against EMPs (like most military tech), and shielded against nuclear radiation, however he remained down there for several weeks after the first nuclear warheads flew, waiting for the dust and chaos to settle before emerging. Lee Harden was a Captain in the United States Army, one of only a gew hundred matching specific criteria drafted for selection, and one of 48 to make it through the rigorous training and become a Project Hometown Coordinator. Project Hometown was the Government's contingency plan for a total collapse of government and infrastructure following a major disaster, each Coordinator was responsible for one of each 48 lower, continental states, with the goal of finding survivors and re-establishing society in the aftermath. Lee had been sequestered in his bunker for almost a year by the time he had emerged. Initially he had been sent down for a month after Russia had begun amassing troops at the Ukrainian border, his superiors concerned about the Russians next move. Then he'd come up for a few months until Russia threatened to nuke any countries who directly provided assistance to the Ukraine, followed by the mobilisation of their nuclear assets. That time Lee had gone under and hadn't come up until after everything went to sh*t, surfacing a month after the blast that had wiped out Washington DC. He'd initially gone about his task, gathering survivor's, wary of the radiation from Norfolk. He'd surfaced from his bunker just outside of Angier, North Carolina, and headed to the nearest city, Raleigh. The main risk was from nuclear fallout emanating from Norfolk Naval base and Fort Bragg, two of Russias local targets to whittle down US Naval and Special Forces numbers.
After a few months, Raleigh had proved too big an area to police, with the gathered survivors occupying the city centre, the outskirts fell to rival groups who were less inclined to rebuilding civilisation, so Lee made the decision to relocate to Greenboro, a smaller city up towards the state border with Virginia, and erected barricades at all the major roads into the city, using the buildings to create the main choke points and sealing off most access roads, before setting up secondary barricades and fences using scavenged chain link fencing, corrugated iron, thick wooden panels and whatever else the survivors could get their hands on.
It was a cold November morning when Lee stepped out of his accommodation, a repurposed hotel, and stretched, cracking his back as he did, before working the kinks out of his neck. He'd been offered a choice of one of the abandoned flats or houses, but Lee had opted for one of the lower floors of the hotel, high enough for him to escape from easily, but also offered a good view of main street and the surrounding area. Years of bunking in army standard barracks, FOBs, bases and foxholes had accustomed Lee to sleeping in the worst of the worst, compared to that a Hotel was a luxury, although it hadn't compared to his house and bunker that the government had built each Project Hometown Coordinator.
Letting out a deep sigh, Lee watched as his breath bloomed in the cold air, pulling his jacket tighter around him as he thrust his hands into its pockets and made his way to the motor pool, which in reality was a stripped out vehicle impound lot.

Captain Lee Harden - The Remaining (Zombie/Post Ap
Lee Harden is a Captain in the United States Army, formerly a 2nd Lieutenant in the Army Rangers. Whilst deployed in Iraq, both Lees parente were killed in a car crash. At somepoint after, Lee was one of 260 members of the military that received a letter recruiting them for "Project Hometown", of the 260 recruited, only 60 potential candidates met the criteria to be a Project Hometown coordinator. For the 60 servicemen that passed the initial recruitment battery, a years worth of physical, mental and educational training would whittle that number down to 48, one coordinator for each of the lower 48 States (Excluding Alaska and Hawaii). Each of the 48 Coordinators received training from the Navy Seals/DEVGRU, The Green Berets, Delta among other SF regiments, as well as degree level educations in governance, social sciences and anthropology. Upon completion, all Coordinators would be promoted to rank of Captain. In the event that contact was lost with Project Hometown Command and the US Government, one Coordinator would be promoted to the rank of Major and placed in command of the remaining Coordinators.
Each candidate of the program was chosen on several criteria; their ability to work in solitude, an uncommon resiliency in the face of adversity, no dependants (Partners or children) and no surviving family. These Coordinators are an apparent last thrust of government into a post-apocalyptic world in order to return to civilisation.
Project Hometown was established as a last ditch hope of the United States government to attempt to ensure the continuity of the survival of the United States of America following a major disaster. The mission of the program is simple; in the event of a total collapse of government and infrastructure, the program will attempt to ensure the survival of remaining American citizens in an effort to organize, develop and re-establish society, through the use of highly trained and specialised operators.
These Coordinators were to integrate themselves into their local community and behave as ordinary citizens, never revealing themselves to be part of a government contingency plan. Coordinators were housed in specially built accommodations, the main houses themselves reinforced to withstand practically anything bar a direct nuclear blast, with an impenitrable bunker buried beneath the house which ran off its own disconnected utilities, making it completely independent should the house, or local infrastructure be destroyed or rendered inaccessible. These bunkers, colloquially referred to as "The Hole", were lavishly constructed; with natural light replicating illumination, rainfall showers, King sized beds, large plasma screen tvs, games consoles with up to date game selection, personalised book and film libraries, large computer station used for official duties and a weapons stockpile.
Due to long term confinement, Coordinators were encouraged to have house trained pets to ease the strain, Lees being a schutzhund trained German Shepard named Tango (Who would later succumb to the F.U.R.Y virus, and later be replaced by a mutt/mongrel that Lee would name Deuce)
In the event of a disaster or perceived national threat, each Coordinator is asked to sequester themselves below ground in their bunkers to wait out the threat, during this time they will receive daily check ins with their commander Colonel Frank Reid and monitor media via television and internet. If in the event of a missed check in with their command, the Coordinators were to open up a safe after 48 hours of silence, read the information contained and then prepare to exit their Holes after 28 more days. This safe would contain information concerning the situation outside their Holes and predictions of what it would be like in 28 days when they would exit.
Each Coordinator was issued a unique, fingerprint coded GPS device loaded with the locations of supply bunkers. To open each bunker, Coordinators would require a series of scans such as finger and retinal, as well as passwords and answers, and finally their unique Issued GPS devices which would only open the bunkers for their designated state. These bunkers doubled up as basic housing (beds, showers, kitchen) and contained vast supplies of water, food, weapons as well as other kit items such as radios, army issue uniforms. They also contained command and control rooms loaded with intell reports and satellite image prints updated to the date of civilisations fall.
Each bunker also had a series of elaborate defence capabilities, including but not limited to electrifying anyone who attempted to enter the bunker without the correct credentials.

DC Original Character: Captain Rory Hughes/Alias T
Rory Hughes was a Captain in the USMC. He'd been born into a military family in fact his family had been serving since the Middle Ages, there wasn't one ancestor Rory couldn't trace that hadn't served in one form or another, and this tradition had followed then across the ocean to the Americas during the colonial years. Both his parents served, his father was a Marine, his mother a Navy nurse. He lived on a military base, went to a military school and college, so it was only natural that he enlisted. In fact there was a running joke amongst his civilian and military friends that of they turned Rory inside out, they'd find a stamp that read "Military Issued".
Rory rose quickly through the ranks serving several tours of the Middle East, survived the Black Adam massacre (WWIII) and went on to lead a MARSOC team. The Marine Raiders (Formerly MSOR) is the USMC contribution to USSOCOM, and therefore at the fingertips of the United States Government, including their respective agencies. On his last mission, Captain Hughes team was dispatched to Qurac by Checkmate to recover a meteorite which was emanating a radiation signature that wasn't native to Earth, or the Milky Way, in fact it wasn't from this universe.
During the mission, his team was ambushed by Qurac natives, including members of the metahuman terrorist group called The Jihad. During the ensuing battle, all but three of the unit were killed, and Rory was incapacitated when an RPG hit the meteorite, spraying shrapnel from the foreign body everywhere, a large chunk of which ended up embedded in Rorys back, the foreign radiation seeping into his body.
Captured by the Jihad and taken before the Qurac leader, the three Marines were taken hostage and tortured for information on US military operations, security institutions and capabilities and targets on American soil, with Rory getting special attention from the Qurac science division. Using nanobots supplied to them from Lex Luthor, they began to experiment on Rory, trying to harness the large body of radiation that now flowed through him. These nanobots were the same Luthor had used years earlier during the Crisis when Superman, Batman and Wonder woman disappeared; in order to give the world a better chance at fighting, Luthor devised the "Everyman Project" where he claimed he had cracked the genetic sequencing that gave Metahumans their powers, candidates who signed up, and paid of course, would gain powers completely at random without any say in those they obtained. These nanobots containing traces of Luthors genetic sequencing program, combined with the alien radiation granted Rory immense power, however he still wasn't strong enough to escape, his mind and body still broken from the shrapnel, torture and experimentation.
It wasn't until Superman obliterated parts of Quracs military capabilities to stop a string of terrorist attacks on Metropolis that originated from the country, that he was rescued. Taken back to the States by the boyscout, Rory was nursed back to health. Once he was well enough, he discharged himself from hospital and disappeared, resurfacing a year later after tracking down and murdering every last member of the Jihad, the scientists who had experimented on him, and the Qurac Government. It wasn't long before being recruited right back into military service, threatened with desertion, murder charges and breaking the Geneva Conventios, he was manipulated into resuming his service for as long as he was physically able to, with the promise that the murder charges and claims of war crimes would disappear. Leaving the Marines behind, Rory was rolled into the 1st Metahuman Task Force under the United States Special Operations Command, serving with the likes of Captain Atom and David "Lance" Reid, later known as Magog. Rory later went on to join the Metahuman Activities Division, or M.A.D for short, an elite black ops unit which undertook blacker than black missions for the Government, using their Meta abilities to assassinate their targets or completely obliterate small insurgent groups, missions that held complete deniability by the Government.
Powers:
Energy and radiation absorption and generation, this can be in the form of bolts or beams.
Flight.
Invulnerability.
Super Strength.
Increased Density/Hardening: Rorys skin and bones have become denser and harder to the touch, making him bullet and stab proof, the scientists theorise this is to shield his body against the radiation he generates and absorbs.
Impenetrable skin: Impenetrable to normal standards, similar to Superman or Captain Marvel/Shazam, if enough force is generated, they can be penetrated or made to bleed.
Longevity and sustainability: The energy and radiation Rory absorbs can be used to sustain him meaning he doesn't need to eat or sleep for long periods of time, as long as he has a source to drain. It also slows his aging.
Accelerated healing: Rory can use the energy he absorbs to heal faster. (Similar to Superman and solar radiation)
Weaknesses:
Rory is still only human, however super. Like similar characters, he can be beaten by a foe superior strength and speed. (I.e. Superman and Doomsday or Darkseid)

Although they only recovered several small fragments, it has been shown that Rory can be harmed by weapons formed from the shards, and weakens upon contact. As such, the government has crafted a knife and several bullets from the small amount they were able to recover as a contingency, it also wouldn't be a stretch to suggest Batman also had a shard in his possession.

Rory is also vulnerable to the source of radiation that gave him his powers. A second team was sent to retrieve whatever they could from the impact site. Although they only recovered several small fragments, it has been shown that Rory can be harmed by weapons formed from the shards, and weakens upon contact. As such, the government has crafted a knife and several bullets from the small amount they were able to recover as a contingency, it also wouldn't be a stretch to suggest Batman also had a shard in his possession.
