Zemo is currently free/not in since the events in Wakanda Forever, and given how they have their plates full, he isn't actively being sought out. So, he efficiently finds a place of his own, perhaps a two bedroom flat or so, in or around NY, with his butler - of course, who helps keep things discreet.

However, he has morphed into more of a tranquil, civil person - albeit to a certain extent. Substantially exhausted as well, from all the series of incidents that took place over the past decade, or so. All the trials and tribulations he, and every other soul involved had been subjected to, all the bloodshed.. They were essentially in vain.

8 harrowing years later, the baron has come to realise that despite of successfully carrying out his Modus Operandi for vengeance, long back that led to the plot of CW, followed by the mission portrayed in TFATWS, he's still discontent, grieving, and lonely - given how no quantum of revenge-driven acts could, or would revive, and bring his family back, from the dead.

A result of several, continual makeshift therapy session-like discussions with his butler, Oeznik, he reckons that after all this while, his long departed beloved ones deserve to be cherished -- remembered out of love, and in peace, instead of anger, vengefulness, or agony.
The only plausible course of action would be to keep them alive in his memories, for the rest of his days. It's his last shot at what could be called, for the lack of a better word - a 'retirement.'

Additionally, a year or two into the future - just to be safe, he might have plans to move to an entirely different country with comparatively lax laws such as Micronesia, or Brazil, once everything simmers down, and he's no longer a person of interest.

All the above being said, his sarcasm and his overall quick-witted demeanour very much persists, and his mouth continues to run.
