Story:
Kenji is a human that lived a normal life until hearing about the attack of the Androids and Buu and all that Goku had done. He even learned about the Dragon Balls and a little about saiyans so he went out in search for Goku. Once he found Goku's house he talked to Goku about the Dragon Balls. Eventually once they had the Dragon Balls Kenji used two wishes and let Goku use the final one. Kenji wished to be a Neko Saiyan something he came up with and was the only one that ever existed before, at least in this time line. The other was for him to have unlimited potential so he could always grow stronger.
