Dr. Igor Smogg is a wealthy industrialist who made his fortune in heavy manufacturing. But, his methods are wasteful and produce lots of toxic by-products which he disposes of in environmentally irresponsible ways. Guilty of the crimes of not only shattering practically every EPA law, but also of breaking and entering, and theft, this criminal will do anything to reach his earth-destroying goals, even if it means playing dirty...which he legitimately enjoys.
He earns great money in letting people pay him to create large landfills for said customers to use, until the place is so messed up that it would take decades to clear everything away and restore the area. He has no trouble to 'Turning a blind eye' to such things, so long as he gets his way.
However, he has expressed loneliness during his scientific and mechanical endeavors, finding that even with his high intellect, his evil side always takes over, keeping him secluded in self-imposed isolation in his business. Sort of a jeckyl-hyde thing. Two personalities, but the dominant one is the personality that desires money and destruction and pollution. The poor man only sleeps when his own body gives out from over-working, it's a miracle in itself he still lives.
